The Forgotten Horde documented in 2008: "While killing around or in Lord Tsang's Tomb your bound to stumble onto an Empty Medalion of Tsang. To finish this quest you need to loot 4 stones from the main named in Lord Tsang's Tomb. Once you have all 4 you can click the empty locket to form the Medallion of Lord Tsang. Once you have the full medallion you will spawn NPC Jan Ra'Jin when you get near Lord Tsangs casket on the top floor of the Tomb. (There is nothing to click and you might need to make sure to clear the room a bit before the NPC spawns.) Talk to Jan for a little (elite) surprise and when all is said and done Lord Tsang himself will spawn. Talk to Lord Tsang to learn a Permanente buff to help in your fight against the Ulvari. I learned "Bane of Ulvari" which adds damage vs. Ulvari."

(As of 1 July 2012): I found NPC Jan Lao'Jin to be present in the appropriate room on the 3rd level of Tomb of Lord Tsang. I completed Medallion of Lord Tsang. Upon turn in, Jan Lao'Jin becomes JAN RA'JIN, kos and CAPS. However, the mob was unattackable "Invalid Target" and does not engage. After 5 or 10 minutes, JAN RA'JIN depoped. Lord Tsang did not spawn.

At this time, the Bane of the Ulvari ability, mentioned by Forgotten Horde, is obtained by completing a small quest line outside the Tomb [NEED MORE INFO]. The Medallion of Lord Tsang and JAN RA'JIN event appears to be broken and/or disabled.
