The GRANDMASTER is in the highest room in the main building in the Ra'Jin Stronghold, just west of Tanvu. He is intended to be the final encounter of the quest Ra'Jin Rooftops.

However, he can be accessed directly by flying mount or, by more interesting means:

Posted by Trahe in the VG forums in 2008 (confirmed 7/3/12):

• Kill the two guards outside the lower floor entrance.
• Call your horse
• As you are looking at the 2 front doors, face right and ride to the edge of the level and JUMP
• Float down to the rooftop below you.
• Tell your horse to go away.
• Carefully run and jump to the roof on the left with the big wooden beam stick out over the alley.
• Standing near the beam, or on the beam, JUMP… and Whhooosh, you are taken to the floor with the Master.
