Quest Description:
Complete the following objectives to compile a peace proposal between the people of Tanvu and Clan Martok.

- Appease the Jade Dragon
- Audience with the Emperor's Functionary, Ji Ki.

Walkthrough:
- You must parley with Petitioner Mura to be offered this quest.
- Firstly Convince Warchief Zowb that "Combined Arms" is the best plan.
- Then head to Tawar Galan and Incite Captain Liu to "Halt Settling".
- Next, travel to Master Garu's Monastery south of Tanvu and Interview Master Garu about "The Unity of Jin".
- Then head into Tanvu and Convince Haroji Jadedragon of "Honor Before Ghalnn".
- Finally Convince Ji Ki the Teacher of "The Path to Victory".
- Hail Ji Ki the Teacher again for your reward.

Quest Offering:
- "The Gulgrether have made quite a mess of things," says Mura.
- "But I believe that it is their tyrannical nature that will lead to their downfall, by uniting others against them. If Tanvu could be allied with, then the Gulgrethor navy would no longer dominate out seas and then victory would be ours!"
- Mura asks, "Will you journey to Tanvu as a representative of Martok seeking an alliance with the Kojani?"
Npc Dialogue
Petitioner Mura
- "The Gulgrethor are a threat to everybody. If Tanvu were to aid us then victory with be assured."
- Petitioner Mura says, "It's all about naval power in an island chain."
- You ask, "What?"
- Petitioner Mura replies, "I said, it's all about the naval power in an island chain. That's why the Gulgrethor have an advantage right now."
- "You have to have soldiers on the ground if you want to take any territory though," you retort.
- Petitioner Mura shakes her head and says, "If you control the sea lanes, then you control the trade and the transport of troops."
- You reply, "But that doesn't matter if you can't take the territory of your enemy."
- "I'm talking long term strategy here," says Petitioner Mura.
- You nod. "Ah, yes, well then it is a matter of who can gather up as much land to expand and grow. Eventually numbers will be on the side of those who can reach more land."
- Petitioner Mura says, "Precisely. I think the Gulgrethor are seeking that exact long term strategy."
- You say, "They have a food shortage. They need their navy to bring in enough food for their troops to eat."
- "That's what they get for fleeing from Thestra," says Petitioner Mura. "They're sitting there with a massive war host that needs to move forward, and they're just sitting there."
- You reply, "It does sound like their plan is to wait things out, to expand their territory to as much land as possible and prevent Martok from doing the same."
- Petitioner Mura says, "Which is why I think we need to destroy Khenvor."
- You say, "That's easier said than done. You'd be facing the entire Gulgrethor army and their navy."
- Petitioner Mura smiles. "Only if their navy were around to help."
- "If the Kojani can forgive past generations of war, then our victory over the Gulgrethor is assured."
- You receive Military Coalition.
Warchief Zowb
- You say, "Warchief. I have a proposal for you."
- Warchief Zowb says, "Speak then."
- "I propose that the Martok work to improve relations with Tanvu," you begin, and then await Warchief Zowb's reaction.
- "And why would the Kojani wish to improve relations with the Martok?" asks Warchief Zowb.
- You say, "I'm glad you asked. There are a number of benefits both the Martok and Kojani could enjoy from one another were an alliance to be formed."
- You continue, "The Kojani appear to be attempting to settle islands. With an end to hostilities between Martok and Tanvu, the Tanvu expansion could be safer."
- Warchief Zowb says, "It is not the Martok who hunt their vessels. They settled on our land, so we fight them."
- You say, "It is a step in the right direction, Warchief. With an agreement made to stop fighting and work together, the Kojani could assist in fighting the Gulgrethor."
- Warchief Zowb thinks on this a moment. "The Kojani have a substantial warfleet. If it could be turned on the Gulgrethor fleet and besiege Khemvor, we could sail around the Wildgrowth Forest and assault the Gulgrethor fortress."
- You not. "A splendid plan. It would eliminate the Gulgrethor pirates that hunt the Kojani and improve relations. Perhaps a lasting treaty could be drafted."
- Warchief Zowb says, "The Emporer will not agree to send his fleet to war without some sort of payment."
- "Perhaps the Martok could lend aid in Tanvu's fight against the ulvari?" you suggest.
- "I have heard of the ulvari," says Warchief Zowb. "Our warseers have stated that they believe they can defeat them, and our scars are eager to do battle with these 'invincible' fiends."
- You say, "Let us draft a proposal to Tanvu then. Tanvu naval attack against the Gulgrethor in exchange for Martok soldiers and warseers to fight the ulvari."
- Warchief Zowb nods, "It sounds like a simple enough plan, however, the first step will be for you to convince the Kojani to stop trying to settle our lands. Once the Gulgrethor are destroyed, the seas will be safer for them to find other islands to settle."
Captain Liu
- You say, "I am Demila, and I bring a peace proposal from Martok bound for Tanvu. I want to discuss it with you."
- Captain Liu raises a brow, expressing his interest. "A peace proposal from the orcs and goblins? Why would they seek to send a representative to discuss such a thing with me?"
- "Tawar Galan is neutral ground," you begin. "You are a Tanvu captain, and so I feel that you have some insight onto events in Kojan."
- "I try to keep on top of current events, yes" says Liu.
- You say, "I also understand you are in some part responsible for the settling operations going on under the banner of Tanvu."
- Captain Liu smiles. "Yes, I control the shipments to and from many of the settlements. But greenskin pirates make that difficult and expensive work for me."
- You nod. "The Gulgrethor are primarily responsible for those attacks, and Martok would like to put a stop to them. But they would need Tanvu's help to do so."
- Captain Liu says, "You need the Tanvu navy, don't you?"
- You say, "With the Tanvu navy attacking the Gulgrethor fleet, the Martok could safely land on the Gulgrethor shores and put an end to their villainy."
- "This sounds like a fine battle plan, but what does Tanvu get out of it?" asks Liu.
- "Tanvu would get military aid in fighting the ulvari," you say. "And more importantly, you would gain clear sea routes to the settlements."
- Captain Liu says, "This sounds acceptable. I will support this plan in what capacity I can. What do you wish for me to do?"
- You say, "Approve of this proposal, and put a stop to settlers landing on Martok lands, otherwise the peace proposal will quickly mean nothing."
- Captain Lie says, "That is acceptable. As for you, I would strongly suggest that you speak to Master Garu in Tanvu. He will be able to provide you with much wisdom."
- You nod. "Thank you captain. Remember, keep your settlers off of Martok. I'll see about having the prisoners in Martok released once the treaty is signed."
Master Garu
- You bow respectfully to Master Garu. "I seek your wisdom, Master Garu."
- Master Garu says, "As do many. But tell me, what is it that you hope this wisdom to do for you?"
- You say, "I bear a peace proposal from the Martok to the emperor, but it is uncertain whether Tanvu will accept peace with the Martok."
- "And how is my wisdom to put that uncertainty to rest?" he asks.
- You research your thoughts. "The Martok seek to aid the Kojani by fighting the ulvari alongside them. I suppose it would be important to know if the Martok warseers would be effective against them."
- Master Garu says, "The warseers ahve power over spirits in other worlds. They have no power over those in this world."
- You say, "So the warseers would be of no help against the ulvari? Is there anything else the Martok could offer Tanvu?"
- "You are not hearing what I a saying," says Master Garu.
- You stop and think for a moment. "So the warseers would be useful against the ulvari in another world?"
- Master Garu nods. "The ulvari are not of this world, but once here, they are a part of it. The warseers have power over the spirit realm, the realm of dreams. It is there that the ulvari are weak."
- You say, "So you believe the warseers would be an asset?"
- Master Garu says, "That is up to them, but I believe that in this war, every ally is a welcome one." He adds, "Convincing them of the honor of the Martok will be more difficult."
- You nod. "Do you have any recommendations on how I could go about doing that?"
- Master Garu replies, "If you can get Haroji Jadedragon to vouche for Martok honor, then the emperor will listen."
- You say, "Thank you Master Garu. I am in your debt."
Haroji Jadedragon
- You bow to Haroji Jadedragon and say, "Haroji Jadedragon. I carry a peace proposal for the emporer, however, I desire greatly your support of it before I present it."
- Haroji Jadedragon returns your bow and replies, "Allow me to see it, and we will discuss it in detail."
- You hand him the peace proposal and begin speaking, "The Martok have realized that the Gulgrethor are an enemy of both peoples that cannot be allowed to live. The Martok desire an alliance against them."
- Haroji Jadedragon says, "The Martok have proven to be without honor in the past. Why should we trust them?"
- You respond, "The Martok are a warrior people. They are savage and brutal warriors, which I am sure the people of Tanvu are well aware."
- Haroji Jadedragon nods. "You are only proving my point. They have no honor."
- You shake your head. "I disagree. I have only stated that their warriors are savage and brutal warriors are savage and brutal warriors. Their leaders, however, are trusted and devoted to their people."
- "Interesting," says Haroji Jadedragon. "So if their leaders give their word then their warriors will follow?"
- You nod, "They respect strength above all else, and so only the strongest becomes warchief. But they also know that knowledge is power, and so the most respected and learned becomes governor."
- "Two leaders?" questions Haroji Jadedragon. "Are they equals? How does it work?"
- You say, "The warchief handles external affairs, and the governor handles domestic affairs. A peace proposal affects both, and so you are dealing with their master of battle, and their master of prosperity."
- Haroji Jadedragon smiles. "What an interesting system. I can see that they have honor enough to respect the strengths of their leaders, and that savagery is reserved for open war, where it belongs, but where is their trustworthiness?"
- You say, "They have trust enough to ask the Kojani for help against a great foe."
- Haroji Jadedragon considers this. "That does take trust. I will give my recommendation to you to help sway the emperor's functionary, Ji Ki."
- "With our combined efforts," begins Haroji Jadedragon, "the Gulgrethor menace will not survive for long."
Ji Ki the Teacher
- You bow to Ji Ki the Teacher and give him the peace treaty, then await for him to call upon you.
- Ji Ki the Teacher reads over the treaty and other notes and says, "A peace treaty from Martok, tell me more of it."
- You say, "The Martok are asking for peace and an alliance with Tanvu to fight our mutual enemies."
- Ji Ki the Teacher responds, "What enemies would that be?"
- "The Gulgrethor and the ulvari," you say.
- "I was unaware that the ulvari were a threat to the Martok," says Ji Ki the Teacher. "It sounds to me like the Martok want to use Tanvu to help them with the Gulgrethor."
- You say, "The Gulgrethor do want Tanvu to help them, and in return they want to help Tanvu. Together your people would be strong enough to repel the ulvari and the Gulgrethor, while separated they cannot."
- Ji Ki the Teacher says, "Against the ulvari, strength and steel are only so useful. Tanvu has enough warriors."
- "The Martok have more than warriors, they have powerful warseers who can take the fight to the ulvari on their own ground," you offer.
- Ji Ki the Teacher appears to be interested. "Tell me more."
- You say, "The warseers can manipulate spirits not of this world. The ulvari come from another world, so they can strike back against them and move Tanvu onto the offensive."
- "Can this art be taught?" ask Ji Ki the Teacher.
- You say, "Yes, but the Martok will want the aid of your navy to fight the Gulgrethor first. Regardless, the Tanvu navy is not fighting the ulvari, it is already fighting the Gulgrethor. Simply use it in conjunction with the Martok, and you can end the threat forever."
- Ji Ki the Teacher nods once. "A valid point. Perhaps the Martok have finally learned that allies are better than enemies."
- You bow slightly. "I believe that the ulvari are going to find that allies are worse than enemies."
Quest Completion
- "Past affronts aside, this marks a momentous day," says Ji Ki.
- "I shall gladly form this pact with the Martok."

- "You have done both Tanvu and Martok a tremendous favor this day, Demila," adds Ji Ki. "I look forward to seeing these warseers in action."
- Ji Ki smiles with his eyes. "Together, our people can overcome our great foes. Together, our people shall rebuild. Together, our people will flourish."
