Quest Description:
Walkthrough:
* In order to spawn the Petitioners in the Chamber of the War Council, you must Parley with the Advisors, and Councilors that you find there.
* After a successful Parley, they will run off, and another NPC will return in their place. There is a random chance that the returning NPC will be one of the petitioner who you can then Parley to get a writ. See Writs where the names of the Petitioners are given and the Writs they start.

"Alliances"
* You say, "The world is not exactly full of people who would be will to ally with Martok."
* Advisor Novix says, "None-the-less, we must seek an alliance with our neighbors to destroy the Gulgrethor. They are a threat to us all."
* You ask, "How would you even approach the Kojani or wood elves? Wars in the past have certainly not been forgotten."
* "But there are wares now, at all of our walls. If we can unite, we can vanquish these foes one at a time. If we stand alone, we fall together," explains Advisor Novix.
* "That is all well and good," you say. "But you will need a plan to convince others that your motives are true."
* Advisor Novix asks, "What would you suggest?"
* "Your first obstacle will be within Martok itself. There are few who would be willing to ally with Tanvu or Ca'ial Brael."
* "Victory against the Gulgrethor is the highest priority of the war council, a plan to guarantee their death would not go unconsidered," suggests Advisor Novix.
* You nod. "And the Yukiona are still a great threat to Martok itself. Assuring the war council that Martok will not fall is an equally important consideration."
* "of course," say Advisor Novix. "But even with the war council in agreement, how would Tanvu or Ca'ial Brael be enticed to ally with us?"
* You offer, "The ulvari are regarded as fierce warriors, as are the warriors of Martok. If the might of Martok could be brought down upon the ulvari, they would not be able to survive."
* Advisor Novix says, "So it's a matter of one city trusting the other to aid them."
* "It cannot be avoided," you say. "Everything requires sacrifice, such is the teaching of Jin."
* "That's it!" exclaims Advisor Novix.
* You ask, "What is?"
* Advisor Novix says, "We share a respect for Jin. It is through the teachings of Jin that our people can find common ground with the Kojani and wood elves."
"The Gulgrethor"
* Administrator Shuzug says, "In times past Martok ruled over all the clans. How was it that our ancestors could control such a terrible foe while we are struggling for survival against them?"
* You say, "While the past may hold secrets, it is often that I find such secrets seldom hold the answers you need, but merely help you discover them yourself."
* "What riddle-speak was that?" asks Administrator Shuzug with a perplexed look.
* "Merely that the answer is probably obvious and you shouldn't waste more time on searching the past, but rather working with what you know toward constructing a relevant answer."
* Administrator Shuzug says, "Well, the obvious answer is that Martok was stronger and the Gulgrethor were weaker, but now the roles are reversed."
* You nod. "And how did that come about?"
* Administrator Shuzug ponders this for a moment. "The great betrayal is what lead to this situation. On that one night, the Gulgrethor eliminated all the other clan leaders and took control."
* "Betrayal may be the answer you seek then," you offer.
* "Betrayal?" questions Administrator Shuzug. "How could we betray the Gulgrethor? We are already at war."
* You say, "Make peace then."
* "It's not that easy!" exclaims Administrator Shuzug. "Is it?"
* "The Martok were strong before because the other clans were beneath them. Now the clans are scattered and destroyed and all that remains are the two bitter enemies," you say. "There are others who might be more willing to make peace."
* Administrator Shuzug ponders this, "The Kojani would never start a war with the Gulgrethor. It would be completely beyond their nature."
* You ask, "Who said anything about the Kojani starting the war?"
* Administrator Shuzug considers your words for a moment and then a thought occurs, "If the Gulgrethor were to attack the Kojani, they would have no choice but to retaliate…"
* You nod. "And hence you betray the Gulgrethor by sparking a war between then and the Tanvu Empire, and you make peace with the enemy of your enemy."
"The War Council"
* "You look troubled, what is on your mind?" you ask.
* Councelor Shuk says, "There is chaos and disunity here. Nobody can agree on anything without trickery or threats."
* You say, "Is that not why the governoer and warchief are at the head of the war council, to put an end to such squabbles?"
* "It is like the ancient times," says Councelor Shuk. "Before the Gulgrethor betrayal, when Martok ruled over the islands and the other clans were beneath us."
* You say, "Issues are resolved outside of the war council, you mean."
* Councelor Shuk nods. "The governor and warchief are at odds over the Gulgrethor and yukiona, and so everything else suffers until their war comes to an end, only, it hasn't."
* "So rather than appeal to the war council, the people of Martok are solving things on their own?" you ask.
* "There is more to it than that, but that is a grave concern byt it's own right," says Counselor Shuk.
* You ask, "Tell me the rest of it, perhaps I can see a solution to your problem if you present it to me fully."
* Counselor Shur says, "The warchief and governor have taken to undermining one another through use of advisors to sway the people."
* "There doesn't seem to be anything wrong with that. That's how politics are played," you explain. "Whoever has the better looking point, wins."
* "It has reached a level where the whole of Martok is starting o draw battle lines," says Counselor Shuk.
* Counselor Shuk says, "I fear that many will not put up with unanswered Gulgrethor attacks for much longer. I fear that we will destroy ourselves."
* You say, "As long as the Gulgrethor live, I do not fear that the Martok will turn on themselves."
* Counselor Shuk shrugs, "I suppose there is much truth to that. I do fear that without centralized leadership, the Gulgrethor will destroy us piecemeal."
* You say, "I assure you, the governor and the warchief have no intention of allowing the Gulgrethor to destroy Martok. Their differences vanish on that point."
