Quest Description:
Speak with Aiko Mahdavi-Kia for instructions on gaining leverage to strong arm Pankor Zhi into an alliance with Ahgram. Deliver the final proposal to Dallaraz the Administrator of Pankor Zhi.

- Recruit a Witness
- Speak with Dallaraz the Administrator
Walkthrough:
- You must Interview Capuchehaie Haiko about "Djash Family" before he will offer you the quest.
- Then, Interview Aiko Mahdavi-Kia and ask for "Further Instructions?"
- Leave Ahgram and head west. You will actually pass the Delegates, but ignore them for now and continue to Donovan's Roost.
- Once there, Interview Heydar Sabiri about "Dealings with Pankor Zhi".
- Now return to the Delgates. Interview one of them, and ask them to "Hold On a Moment…"
- Then, head back to Donovan's Roost again, and Interview Kralik the Adventurer and ask him to "Come Help!"
- Finally head to Pankor Zhi and Interview Dalaraz Xii.
- Hail him again for your reward.

Quest Offering:
- Capachehaie Haiko says, "We need Pankor Zhi on our side, but no manner of negotiations will succeed in talking them into joining us. So, we are going to back them into a corner."
- "A delegation is going to be sent from Ahgram to negotiat the possibility of a trade route through their lands. They will unfortunately not make it, and there will be witnesses to confirm that it was dark elves who killed them. This will give us the leverage we need to force them into an agreement."
Npc Dialogue
Capuchehaie Haiko
- Capuchehaie Haiko regards you quietly. "Do you need something?"
- You say, "The Djash family are a bit of an enigma."
- "Why is that?" ask Capuchehaie Haiko with a bit of a checkle."
- "Well, it seems strange that a family of mordebi would have so much power in the Qaliathari empire," you say.
- "Or that they would even want to establish so permanent a power base for themselves," you say.
- Capuchehaie Haiko nods and says, "It is true that the mordebi people are done with empires."
- "We have raised two of them, and have seen two of them fall, "says Capuchehaie Haiko, "and yet the Djash family have established a trade empire that is to be reckined with."
- You nod and ask, "Why do you think that have strived to establish it?"
- Capuchehaie Haiko shrugs and says, "The general trends of an entire race do not dictate the actions of any one individual, or even collection of individuals, of that race."
- "That is true," you say, "I suppose you cannot expect everyone to follow the same beliefs."
- Capuchehaie Haiko shakes her hed and says, "Certainly not. I think there are many in my race who would think ill of me for acting as a representative of a qaliathari emporer. So it certainly wouldn't be my place to criticize them."
- "I will say, however," says Capuchehaie Haiko, "that an economic empire does not fall within some of the same restrictions as a land empire."
- "It is a very fluid and mutable thing," says Capuchehaie Haiko, "and more akin to the mordebi temperament. "After all, travle is necessary for trade."
- You nod and say, "I can see how that would be."
- "Besides," syas Caphchehaie Haiko, "they're filthy rich. Who could possibly pass that up?" Capuchehaie Haiko grins.
Aiko Mahdavi-Kia
- Aiko smiles brightly and says, "I was married to the Sultan to help establish peace ties between Qalia and Kojan." Her smile falters. "I left just before everything began happening in Tanvu. I was… lucky to leave I suppose."
- You say, "Aiko Mahdavi-Kia, you are one of the Sultan's wives?"
- She laughs lightly. "I know that might come as some surprise," she says, smiling. "Being that I am both from Kojan and debriefing you on affairs of state."
- "But yes," she says, "I am a wife of our glorious Sultan - married to him as a gesture of peace between Kojan and Qalia."
- You nod and say, "Your people must appreciate your sacrifice."
- She smiles and shrugs, saying, "I am sure they do. Now to business. You were told what you are to do?"
- "Basically," you say. "I need to set up the trade delegation."
- She chuckles and says, "yes. It is an unfortunate loss, but one that is necessary. You see, Pankor Zhi will not join our side easily."
- "But they will know that they weren't responsible," you say.
- "Yes, they will," she says. "But they will still look responsible in the eyes of their neighbors. Besides, knowing that they were not responsible, and not thinking we would kill our own people…"
- "They might believe Khal was responsible," you say, "trying to cause a rift between Pankor Zhi and Ahgram."
- She nods and says, "They may suspect it was us, but Khal will be the more likely choice. The dark elves will not appreciate being set up."
- You nod and ask, "So, how shall I go about this?"
- "First, arrange for Heydar Sabiri to lead the delegation," she says. "He is cousin to the Magnate of the Sabiri family and known to be a good negotiator. The Sabiri family is well-respected among the dark elves because their business is arms and armor, and their cavalier attitudes suit their trade."
- "The catch up with the delegation and stall them long enough to gather witnesses from Donovan's Roost," she says.
- "Then go to Pankor Zhi and impres upon Dallaraz, their Administrator, that this is not an offense that we will take lightly," she says.
- You ask, "Anything else?"
- She shakes her head. "I leave the rest to your own intuitions as a negotiator."
Heydar Sabiri
- "I am a part of the famed Sabiri family. We oversee the bulk of the armament trade on Qalia."
- "Heydar Sabiri," you say, "your expertise is needed by your Empire."
- Heydar Sabiri looks at you curiously and asks, "Oh? Doing what exactly?"
- "Joining a trade delegation bound for Pankor Zhi," you say. "In order to negotiate an agreement with the dark elves."
- "You must be mistaken," says Heydar Sabiri with a chuckle, "my cousin Mastafa, is the Magnate of the Sabiri family. It is him you want."
- "We have heard that you are the more shrewd negotiator," you say. "And your cousin is occupied with many other affairs."
- "We need a Sabiri on this delegation," you say, "as a show of strength. We know your family commands respect among the dark elves."
- "I see, cousin Mastafa was too busy," he says. "That makes more sense now."
- "Still," you say, shrugging apologetically, "you are a respected merchant and your name will carry weight with Pankor Zhi."
- Heydar Sabiri nods and shrugs, saying, "I suppose I will settle for being second best. Assuming you did not also go to my brother Kokab, and I am actually third."
- "No," you say, "you were the solid second choice and no one ever need know that you were not first. "We did not even bother asking Mastafa."
- He nods and says, "When is this delegation leaving?"
- "Right away, actually," you say, "I know that it is a bit last minute but the situation in Khal is escalating quickly. At least you are close to Pankor Zhi."
- He snorts and says, "It is a good thing you did not mistakenly send a Djash, then. They would have sabotaged the whole mission."
- You chuckle and say, "The Empire knows better."
- He nods and says, "Very well. I will go to meet them right away, at…?"
- "Just outside of the Beacon of Al'Hafeez," you say. "An escort is waiting for you, however."
Ahgram Delegate
- "We are on our way to put important events into motion."
- You say, "Haydar! I am glad to see that you made it."
- Ahgram Delegate nods and says, "We were just about ready to get on our way…"
- "Hold on just for another thirty minutes, perhaps an hour," you say. "We are waiting for one more delegate."
- Ahgram Delegate glances around and says, "We seems to have an ample party here."
- You say, "Oh, but she is a great asset. You will want her on your council."
- "Who is she?" asks Ahgram Delegate. "A Kordiyeh, I assume?"
- You say, "Ah, yes, a Kordiyeh…"
- "Probably Mahasti Kordiyeh," she says with a snort. "Everyone thinks she has such a mind for contracts."
- "Yes," you admit. "We thought it best to have someone on the team who was a master of drawing up contracts."
- "I am not exactly bad at it myself," she says.
- "Regardless, she is on her way," you say, "and it would be rude to leave without her."
- "Mustn't offend the Kordeyehs," she says. "Very well. We will wait here."
- You nod and say, "I am going to try to meet her and get her here quickly."
- "Hurry along," Ahgram Delegate says. "I am not going to allow myself to roast out here on the sun for much longer."
Kralik the Adventurer
- Kralik the Adventurer says boastfully, "Hail, and well met <Player Name>! Have you come to help us with the Vihaad problem?"
- You say, "Kralik the Adventurer! Come quickly! And gather some help!"
- "What is it?" asks Kralik the Adventurer.
- "There's a group of travellers being attacked by dark elves just a short distance from here!" you say.
- "I was among their number, but I had left to meet another party member, and as I approached, I saw them get ambushed," you say.
- "Don't think me a coward for running, but I know that we needed help if we were going to survive," you say. "We are ambassadors, and the dark elves look like talented assassins!"
- Kralik the Adventurer says, "No one can blame you for running; there is wisdom in seeking aid."
- "The party I am travelling with is a trade delegation, "you say. "Sent to Pankor Zhi to establish new trade routes."
- "Our mission is incredibly important to the future of Qalia," you say. "Their levies must not be lost!"
- "We should hurry then!" says Kralik the Adventurer. "No doubt someone does not want those discussions to take place."
- "Yes," you say, "let us hurry!"
- "I will assemble the guards!" says Kralik the Adventurer.
Dallaraz Xii
- You say sternly, “Dallaraz Xii, I am the only surviving member of the trade delegation sent here from Ahgram to talk friendly trade between our cities.”
- Dallaraz Xii allows a look of genuine shock to pass over his face. “What?” he asks.
- “We were attacked outside of Donovan's Roost by a group of dark elven assassins wearing the colors of Pankor Zhi dragoons,” you say. “Everyone was slaughtered but me.”
- “Including the head of the delegation, Heydar Sabiri,” you say, affecting a surge of emotion. “They had no chance. I brought back help but it was too late. Sabiri fought valiantly but in the end, he was slaughtered.”
- “Then why did you arrange for his death!” you say. “I have adventurers of all races and ties who witnessed your elves cutting him down.”
- “They were not our assassins!” says Dallaraz Xii. “How foolish do you think us to be?”
- You look stony and ask, “Then why did they wear the armor of a soldier of Pankor Zhi?”
- “Uniforms could have been procured easily from traitors and thin-bloods,” he says. “We were obviously set up.”
- “By whom?” you ask.
- “I don't know,” Dallaraz Xii says guardedly. “But I know of at least one party that would not want this meeting to occur.”
- “The city of Khal,” you utter, as though a realization has struck you.
- He nods and half-smiles. “They do not want these arrangements made,” he says, “and they would profit by furthering the divide between our cities.”
- You nod and say, “It does seem far more likely that Khal would have a hand in this, but I cannot shake the image of your people doing the deed…”
- “I am certain that we can find a way to make reparations,” he assures you. “Administrator Dallaraz will do his best to make amends.”
- You nod and say, “That would be appreciated. I am certain our two cities can still find some way to make an accord.”
Quest Completion
- “It appears that we owe Ahgram an apology,” says Dallaraz in a calm voice. “And that we must do what we can to make amends. Though I promise you that we had nothing to do with this.” His voice rings in an odd tone when he speaks the word ‘nothing.’
- “We are prepared to accept the terms of the agreement exactly as Ahgram has lain them out,” he says, “and to release a number of Ahgrumun hostages we have in our possession equal to double the number killed. We cannot replace Haydar Sabiri, but let me assure you, we feel his loss as strongly as you do.”
- “There will be free trade between Ahgram and Pankor Zhi,” he says, “and we will allow Ahgrumun merchants to travel across our lands without harassment.”
