Quest Description:
Find out all you can about Jo Fan's habits from Kaun Nightson and the Noodlemaker, confirm his location, then activate the agent. Report to Haji Fang Dawnstar for payment.

Walkthrough:
- You must Incite Guan Kit Fai about "How dangerous do I look to you?" to receive this quest.
- Just east of the palace, track down Kaun Nightson the Plots Informant (37220, -18771, 4117) and Interview him about "Neutralized Ground".
- Then west of the palace, Gossip with Chul Nan the Noodlemaker about "Neutralized Ground".
- Head outside Tanvu to the teahouse (41845, -40596, 3058) and observe Ko Fan Bladesong.
- Then return and Incite Poet Pin Tau about "Neutralized Ground".
- Finally head outside Tanvu to the north again and Gossip with Haji Fang Dawnstar about "Neutralize Ground". (Note: Haji can frequently be found in the rafters on the second floor. He'll come down if you hail him and begin a parley)
- Hail Haji Fang Dawnstar again for your reward.

- "The current magistrate from the Bladesong family, Ko Fan, has been gaining unmanageable amounts of influence," Kit Fai says. "I'll let you know a small secret. The Emporer, in part, remains so due to my people in Internal Affairs."
- "I have an agent ready to fix the situation, but he will not act without up-to-date information. Find out about Ko Fan's habits from Kaun Nightson and the Noodlemaker, then confirm the information. Then inform my agent. You will report to Haji Fang Dawnstar upon completion."
Npc Dialogue
Guan Kit Fai
- "You look as benign as any other," he says. "Which is to say not very."
- "But if everyone looks to pose some danger," you say, "Then the one who seems to pose none would be the most suspicious."
- Guan Kit Fai smiles and nods. "That is true."
- "What sort of work do you need done that would require someone so suspiciously unsuspicious?" you ask.
- "I have heard you name around, Demila," Kit Fai says. "I have heard good things."
- "This is a good thing, then," you say. "You know I can be trusted."
- "It also means you are at least somewhat known," he says. "Which isn't a benefit in this sort of situation."
- "Then I will not be me if that is the case," you say.
- "That I can work with," he says. "What do you know of the current situation?"
- "I know much of the court is in a state of alert due to the new council being established in Tawar Galan," you say.
- "That is correct," he says. "Have you heard anything abouth the magistrates?"
- "Only that many long-time enemies are now allies," you say.
- "yes, and that is something, in this case, we cannot abide," he says.
- "You want me to clean up the situation then?" you ask.
- "That is one way of putting it," he says.
- "Just point me in the right direction, Guan Kit Fai," you say.
Kaun Nightson
- "Kaun Nightson," you say, bowing. "May I speak with you?"
- "You may," he says, bowing as well. "What can I help you with?"
- "I am aware the Lamplighters collect information of all kinds," you say. "I'd like to make a withdrawal, you might say."
- "A withdrawal? What do you mean?" he asks.
- "I need to know about a man, Ko Fan Bladesong," you say. "I'm sure you've heard quite a bit about him recently."
- "We have," he say. "But the Lamplighters don't hand out information freely."
- "I understand, but you have quite a lucrative trade going here," you say. "I'm sure someone in Internal Affairs would be interested in what you know."
- "I'm sure they would," he says, scowling. "What do you want to know?"
- "Does he have any habits?" you ask. "Anything he does daily maybe?"
- "I do know a little something about that," he says. "A small scrap of rumor came my way that says he drinks a special potent tea blend everyday at the same time."
- "And do you happen to know what kind of tea?" you ask.
- "Firelotus tea," he says. "Not the roots, mind you. That would be deadly. And that is all I will tell you."
- "Thank you for your time Kaun," you say, bowing again.
Chul Nan the Noodlemaker
- "Your noodles are becoming quite famous," you say to Chul Nan.
- "Are they now?" he asks. "Well, I make them from a very special recipe taught to me by my father."
- "Someone very important has taken notice of you," you say, holding up a small bundle of dried noodles.
- "Oh?" he says. "And may I know my secret patron's name?"
- "Not at this time," you say, "but I have been sent to ask a few questions."
- He smiles and says, "my recipe is not for sale. It is a family secret."
- "It may be," you say, "but I have questions about one of your customers. You must meet many people here, so close to the gate."
- "I do," he says, " and what would you like to know about one of my customers? I will not speak about any secrets."
- "It's no secret," you say, smiling. "I merely wish to know where a Ko Fan Bladesong is. I have business with him and can't seem to track him down."
- "From what I understand," he says, sighing in relief, "he has been a busy man these days."
- "He has," you say, "but I have important business with him. Could you tell me where I might finally catch up with him?"
- "That," he says, "I can tell you. He takes tea at 6 in the afternoon everyday at a small house. I can point it out on your map."
- "Thank you," you say. "You have been very helpful."
Poet Pin Tau
- "Excuse me," you say, bowing, "but I am here to meet someone. Have you see anyone else about on the porch here, recently?"
- "I have not," Pin Tau says. "What does this person look like? I may have seen him in my wandering about."
- "Honestly," you say, smiling, "I do not know. I was just told to be here to speak with him or her."
- "Ah," he says, looking at you closely. "You wouldn't happen to be looking for a man about my height, would you?"
- "As I said, I do not know what he looks like."
- "About, maybe, my weight and build?"
- "As I said -"
- "You don't know," he says. "Maybe, a man wearing black armor and scaling buildings?"
- Your eyes widen as you smile. "Now that sounds a little more like who I'm looking for."
- "I gave that up long ago," he says. "It is a little too direct. There is more beauty in subtlety."
- "There is," you say. "I believe we have a mutual friend. You may speak to him at the tea house on the west side of the city out of the gates. He should be there around six in the afternoon to take his daily Firelotus tea."
- "I have been looking for such a man," Pin Tau says. "Thank you very much."
- "Have a fine day, poet," you say, bowing.
Haji Fang Dawnstar
- You bow then say, "Magistrate Dawnstar, may I speak to you?"
- "Yes, yes," he says. "How can I help you?"
- "I was sent by Guan Kit Fai," you say. "He wanted me to inform you."
- "yes? Inform me of what?"
- "Another magistrate, Ko Fan Bladesong, has been assassinated," you say. "No one say anything."
- "Ah," he says, smiling, "masked men in the night, probably."
- "It looks as such," you say. "Guan Kit Fai wanted you to know. He said the magistrates may want to be careful."
- "I will take that advice to heart," he says. "Sadly, men in our position must be cautious and respectful at all times."
- "It is a sad state, yes," you say, "but one that is understood by all current magistrates."
- "They will understand that now," he says, "at the very least."
- "Was there anything else the magistrate wanted me to know?" he asks.
- "To stay away from Firelotus tea for now," you say.
Quest Completion
- "Thankfully," Magistrate Dawnstar says, "I could never stand the taste of the stuff, so it won't be too much of a sacrifice."
