Quest Description:
Deliver the proclamations to the patrons of various townships around Thestra. Before leaving New Targonor, go to Enelya Singollo to buy 5 Chests of Curios as gifts for the dignitaries.

Walkthrough:
NOTE: This is a timed quest with a time limit of 90 minutes starting from the point when you accept the quest. If you fail to complete the quest within the time limit: the quest will be deleted and you will be left without either your Young Courier Horse or Fairfax (and obviously without the horse given as a reward for completing the quest). You can obtain another Young Courier Horse from Svena should this happen. The quest is also repeatable (without a second horse reward) so that you may repeat the quest in order to obtain the side quests. If you are pressed for time you can skip the side quests in your first attempt and simply repeat the quest again to obtain them later.
In order to start this quest, you must have a Young Courier Horse. If you do not have one, you can hail Svena Remniol and she will give you one. You can then hail her again to get the quest.
Note: It is suggested that you set your bind point in or near New Targonor before starting this quest so that you can save time when returning.
When you accept this Quest, your Young Courier Horse is removed, and you are given temporary loan of Fairfax (who has a 50% speed boost and requires either 20 Adventuring, 20 Crafting, or 200 Diplomacy to use).
Visit Enelya Singollo in the Lamplighter's District of New Targonor (-42098, 21336, 36542) and buy 5 Elegant Chest of Curios from her (at a cost of 2s each). These are not a Quest item, so you can purchase them before accepting the quest to save time.
Then head out to Heartsworn Keep in Southwatch and Interview Lord Hugo Heartsworn about "New Proclamations". When you complete the Interview you will immediately be offered the quest Appease the Elven Mages. This is a short side quest that will reward you with a choice of either Horseshoes (Rank 2) (+18 mount speed) or Horseshoes of Stability (Rank 2) (+8 mount stability). Southwatch and its inhabitants are on Thestran Watch faction.
Three Rivers Village is your next stop where you can Interview Captain Vauni Graylion about "New Proclamations"
Then head north to Tursh to Interview Baron Horace Waltman about "New Proclamations". After you complete the Parley you will be offered the quest Stop the Protest. This is a short side quest that will reward you with Embroidered Courier Saddlebags (16 slot).
You should now head back south towards Three Rivers and visit Lord Marcus Renton in Renton Keep where you should Interview him about "New Proclamations".
Finally head out to the north east to Lakeview Village in Silverlake where you will find Baroness Melindra Cuthdell. Note: You should circle around the last junction on the path leading to Lakeview Village to avoid being ambushed. Again, Interview her about "New Proclamations". When you complete her Parley, you will immediately be offered the quest Pure Alliances. This is a short side quest that will reward you with a choice of either Orange Tack or Light Green Tack or Light Blue Tack or Light Purple Tack (all +3 mount speed).
Return to Svena Remniol in New Targonor for your reward.

"Do this, and I would be willing to bring your horse to the royal stable master. He will train it while you are gone."
"You will need to buy a gift for each of the dignitaries. I recommend seeing Enelya Singollo here in the Black Orchid Forum and buying 5 Chests of Curious."
Npc Dialogue
Captain Vauni Graylion
Captain Vauni Graylion stares at you with eyes of steel. "Hail Strange Traveler. You have entered the village of Three Rivers, Domain of Lord Marcus Renton."
"I am Vauni Graylion, First Protector of Three Rivers and leader of the Protectors of Lord Renton. If you don't behave yourself, we will put you down."
You say, "Captain Graylion, I understand that you are as much as can be called a leader of Three Rivers."
Captain Vauni Graylion chuckles and says, "Yes, that is true. Three Rivers was never seen as much more than a stop on the road until previously."
"Now all manner of migrant shopkeepers have set up here, and the Inn is constantly packed," she says. "Travellers keep this place in steady business."
"So you became the defacto leader?" you ask.
She nods to you and says, "I have always been the Guard Captain, but only recently have I taken on the title of First Protector."
You nod and ask, "So are you the person to deliver a royal decree to then?"
"I sometimes defer on matters of the state to our visiting Baroness, Wennah Sterling," she says, "but this is not her Barony, so I will take responsibility for it."
"I hope that it is good news," she murmurs, taking it from you."
"I can make no assurance," you say, "but I am sure the King is taking the best actions he can right now."
She nods and says, "He is a wise man, and I am sure his decisions come only from the soundest reasoning."
"But that doesn't change that occasionally the people cannot see the same sense in them," she admits.
You nod and say, "Not every citizen is going to understand, which is why not every citizen is king."
"Rightly so!", she says with a chuckle. "Well, trust that I will get the King's words to the people, messenger, and go on with your duties."
Baroness Melindra Cuthdell
"We Cuthdells have had control of this Barony for many generations. We do not have the ambitions of some of the other noble families, and are satisfied with what we have."
You say, "Baroness Cuthdell, a fortutious day to you."
She smiles and nods saying, "I hope the day is treating you well, messenger. What do you have for me?"
"A new decree from New Targonor," you say with an apologetic smile."
She takes it from you and chuckles. "Ahh, another of those," she says.
"Oh well," she says, "I will see that the people hear of it. There are not too many ears in Lakeview that need to hear it."
"This is a small community, and the dramatics of New Targonor rarely affect us," she explains.
You not and say, "But surely, it can be argued that recent events have left no part of the world untouched."
The Baroness nods and says, "We share some of the same troubles, but for the most part, we deal with our own."
"Not to say," she adds quickly, "That we consider ourselves broken off. Not at all. I am no Renton. I simply think that some of the King's decrees don't apply."
"Unless its a matter of royal law," you note.
She nods and says, "Of course. We uphold the King's law. We also send the King shares of our crops and other taxes, as well as our sonds and daughters to fill his ranks."
Lord Marcus Renton
"Hail to you. I trust you are here to help me and my keep? I have the guards here to help fortify the walls, but of course we would be willing to accept help from mercenaries, if you are available for hire."
You say, "Lord Marcus Renton, I come with a message from the King."
"Oh?" asks Renton. "What does he expect of me now?"
"It is not intended specifically for you," you explain. "It's a proclamation for all."
"Ah," says Renton with a sour frown, "so I am to be the one to deliver the new bad news to the common people?"
"The King gets to sent it to me by way of a messenger," he says, "and yet I must stand before our people and face their questions."
You smile uncomfortably and say, "I suppose that is your duty as a liege Lord."
He gives you a pointed look and says, "My duty is to see to order in my own lands."
"And sometimes that involves telling farmers that the capitol needs more of their grain," you say.
"Or that an old friend has become an enemy," you say, "or an enemy a friend."
Renton sniffs and says, "Very well, if I must be ahawker for his Majesty, then I suppose that I must."
"But do not expect to get anything from me for it," he says.
You bow slightly and say, "Very well, so long as you spread the King's words to the people, all is well."
Baron Horace Waltman
You say, "Baron Waltman, good day to you."
He smiles cordially and says, "Good day to you as well."
"I come bearing a scroll from the King for you," you say.
"Oh?" asks Waltman. "In regards to waht?"
"His latest decree," you say.
"Ah," says Waltman, paling slightly. You not his hand trembles as he reaches for it.
"You look worried," you say. "What's the trouble?"
"Ah, nothing," he says. "Except, well, I admit that lately I have had to convey a number of unplesant messages to the citizens of Tursh."
"They have not reacted well," he says with a shake of the head.
"Well, these are not your doings," you say. "They are the KIng's business."
He nods with a sigh and says, "I know, but they do not see that much of a separation between myself and our liege."
"That could be regard as a good thing, if not that I am held accountable for his actions," says the Baron with a frown.
"Well," you say, "I am sure that you are only seeing the worst of your people's moods. I doubt they truly blame you."
Hugo Heartsworn
Lord Hugo Heartsworn says, "I am lord of the Southlands. I strive to rule my lands with an easy hand. But our days are spent in the shadow of the darkness beyond our walls."
You say, "Lord Heartsworn! News from New Targonr."
"Good news, I hope," Lord Hugo wearily. "We could use some of that."
You shrug and say, "I do not know. I am only the messenger."
"All I know is that this scroll declares his most recent royal decree," you say. "Which you will be expected to deliver to the people."
He nods and says, "I am proud to do my Leige's bidding."
"Still," he says, "we do not need to know that we have a new enemy, or that crop yields have gone down and less food will be shipped here to the front."
"No, we certainly do not need that news," Lord Heartsworn murmurs. "Do you know how hard it is to keep up morale here, <Player Name>?"
You shake your head and say, "Though I am sure it is a trial that only a man of your stature could endure."
He smiles and says, "You have a truly pretty tongue, but I do wonder if I can live up to those words."
"I do my best," he says, "and I would never balk in my duties, but that does not mean that I don't grow weary with them from time to time."
You nod and say, "As is understandable. You are only human."
Lord Heartsworn chuckles and says, "I often wish I were more, but yes, I am just a man."
"But a man who knows he must do his duty to his King," he says. He takes the proclamation and gives you a solid salute.
Quest Completion
Sevena smiles and says, "Very speedy and efficient. You've impressed the Court.

"The stable master has sent your horse up, all ready, for you," she says with a smith. "If you would like to act as a courier for us again, we would gladly pay you."
