Walkthrough:
- Interview Speaker Briggie in the Antechamber of the Sun about "Voice of the Raki" to be offered this quest.
- Find Karfax just outside The Chamber of the Sun and Interview him about "The Discovery".
- Track down Ordon outside Whispersleep Inn and get Ordon's Records of Iona's Plot from her, Gertie outside The Hall of the Artisans' and get Gerti's Records of Iona's Plot, and Mebble outside The Chamber of Lore and get Mebble's Records of Iona's Plot.
- Return to The Chamber of Tomes where Sal will appear. Interview her about "A Plot Uncovered". (note: Sal will despawn so you need to enter the Parley quickly)
- Interview Gildhur Boarmaul and ask him why they are going to "Abandon the Raki?"
- Interview Zephiria Wolveskin about "A Plot Uncovered", and then Interview Gildhur Boarmaul again to confirm that he will "Support Warden Sako-On". (Quest says talk to Sayo-on but do not, talk to Zephiria)
- Hail Zephiria Wolveskin again for your reward.

- Briggie says, "Though we may now have a member on the Ca'ial Brael council, the wood elves still treat us like children. We realized after a short time that many key decisions are now being made outside of the Chamber. The aids of the Wardens meet together and discuss an issue into the ground before it actually makes it to the council."
- "We called in a group of raki snoops to help us keep tabs on the elves. All we wanted was general surveillance, but they've discovered something much more!
Npc Dialogue
Speaker Briggie
- You say, "So Speaker Briggie, you are the voice of the raki?"
- "One of them!" says Speaker Briggie. "Just one, but I hope one it is one that that is heard."
- "You think the raki have a hard time being heard?" you ask.
- Speaker Briggie looks at you plainly. "You think the wood elves would listen to us easily?"
- You shrug and say, "The raki are citizens of Ca'ial Brael. It seems like they should have a say in the way it is run."
- Speaker Briggie nods fiercely and says, "We should, yes! But the wood elves have a hard time taking us seriously."
- Speaker Briggie looks down at herself and says, "I suppose we are of a lesser stature than they are, and resemble what they have defined as mindless beasts."
- "But I would think that with all we have done for them they would have started seeing us as more by now!" says Speaker Briggie.
- "So they treat you like animals?" you ask.
- "Well, no, not quite that bad," says Speaker Briggie. "Just lesser. It doesn't help that they generally see others as less than themselves…"
- "So they cannot be persuaded to hear your concerns?" you ask.
- "They can," says Speaker Briggie, "or I wouldn't be here, but it is just very difficult. And if it comes down to a raki or a wood elf, the wood elf is generally considered first."
- "We will see that changed," says Speaker Briggie. "We were recently given our own member of the council, and she will see that we are heard more often!"
Karfax
- "I would advise you to move on."
- You say, "Are you Karfax?"
- Karfax narrows her eyes at you and says, "You must be the one sent by the raki elders."
- "I am," you say. "They tell me that your team has picked up an interesting bit of information in your surveillance."
- Karfax nods and says, "And you're the one who is going to do something with it?" You nod. "Good."
- "I'm not sure if you've ever heard of the Sunstalkers," she says. "Or if you can appreciate what we do."
- "Some would call us common criminals, others would call us uncommon criminals worthy of admiration," she says. "But no one would call us heroes."
- "We do what we do not out of any sense of charity. We do what we do for the sake of doing it, and for finding out how well we can do it," she says.
- "And spying on the Wardens of Ca'ial Brael is a feat worthy of your talents," you say. She smiles and nods.
- "Now," she says, "with all that said, you would be surprised to hear that we have stumbled across information we felt… compelled to pass on. Not out of heroics, mind you, but simply a desire to keep our people from ruin."
- "That sounds just a bit heroic, if you don't mind me saying so," you say,
- She chuckles lightly and says, "No one will look back and say of me that I was a hero, but, well, they may say I did right when it was needed."
- "It has come to our attention Warden of the Sun plans to sell out the raki to the ulvari," she says. "While the ulvari may have moved to other prey when they came to Telon, seeing a more delicious morsel in the Tanvu humans, they would no pass up the chance to scour the raki from existence."
- "They were robed of that chance when our ancestors managed to land safely in this world and take refuge in this wood," she says, "and they have never forgiven us for that."
- "Why would she sell you out?" you ask.
- "I imagine because many wood elves have never really wanted us here, herself included, and all that keeps us here is our ability to stave off the ulvari, "she says. "If she could make an accord with them, she would no longer need us."
- "Make an accord with an evil spirit?" you ask. "Now that's wise…"
- Karfax chuckles and shrugs. "I myself did not overhear the conversation," she says. "In fact, we came to this conclusion as the result of many different conversations, so different Stalkers contain different pieces of this puzzle."
- "Find them all," she says, "put together the evidence, and bring it to Warden Sal. She can tell you how to bring it to the elven council members."
- "You will need to find all the Stalkers around town," she says. "But they should all be dressed like me. Go quickly. I'm afraid this plot may be moving more quickly than we have."
- Ordon
- "Are you going to stand there gawking? Or are you going to explain why you are intruding?"
- ["Karfax sent me for your findings regarding Iona Riverborn. I am taking them to the other wood]
- "This had better find its way to someone important, and fast."
Gertie
- "What do you want? Speak quickly, before I push you off this tree."

Sal
- You say, "Warden Sal, I have some unsettling news to tell you."
- "What is that?" she asks.
- "There is a plot to hand the raki over to the ulvari," you say. "It appears to be driven by Iona Riverborn."
- Sal gazes at you quietly for a moment and asks, "You are sure of this?"
- "A group of 'friends' to the raki discovered it," you say. "Friends that pride themselves on what they can find out when they really try."
- She nods and asks, "Have they sent anything I can look at?"
- You nod and hand her the reports. She glances over them.
- "I would never have expected this," she says. "Even Warden Riverborn. I always knew she didn't like us, but I have no idea that she hated us."
- "What should we do?" you ask.
- "We cannot present these records to the council," she says. "We cannot betray our friends."
- "Our only hope is that Warden Boarmaul can be convinced to betray her," she says. "And as he is one of her lackeys, that will be hard."
- "But those who follow the Path of the Beast did swear and oath to protect us," she says. "Remind him of that, and remind him of all we have done."
- "If you can convince him, go to Warden Sako-on," she says. "She has been an ally to us, and has no love for Warden Riverborn."
- "While you may convince Warden Boarmaul to go back on his deal, he would never take Warden Riverborn head on," she says. "Warden Sako-on, on the other hand, will be happy to call out the Warden of the Sun."
- You not and say, "So speak to Boarmaul, and then to Sako-on?"
- Warden Sal nods and says, "And then to the Sun herself. Let her know this will not be ignored by the raki people."
- "Reminder her: back a fox into a corner, and it will bit back," she says.
Gildhur Boarmaul
- You say, "Warden Boarmaul, a word if you would."
- He glances at you and frowns, saying, "What is it?"
- "I am here because you aid met with Iona Riverborn's aid to discuss the raki: why?" you ask.
- Gildhur Boarmaul grows still and then says, "I don't know what you mean."
- "Are you certain of that?" you ask. "Because I think you should know that the raki are aware of what was said."
- Gildhur Boarmaul's eyes widen and he says, "How did they…?" He grows quiet.
- "They found out," you say, "that's what matters. Now, your Path swore an oath to protect the raki."
- He nods and says, "When they first came here… It was those of the Beast who made a case for letting them stay."
- "Until it was discovered what they could do for you," you say, "then everyone welcomed them."
- "And now that they have out lived their usefulness, the wood elves wish to reclaim Ca'iak Brael as their own," you say.
- His eyes are locked on the ground and he mutters, "They are not of this world. They are not noble beasts who need our care. They are people who must accept the consequences of their actions."
- "Consequence of what? Retreat?" you ask. "Of running to save their species from extinction at the hands of monsters?"
- He says nothing. "Tell me," you say, "what should they feel responsible for? For asking help from the most stubbornly self-centered, self-serving race on all of Telon?"
- "Their only mistake was trusting in Ca'ial Brael," you say. "At least Hathor Zhi would have just killed them outright, rather than pretending to offer something more."
- Gildhur Boarmaul looks angry and thunders, "We have shielded the raki, and we will continue to shield the raki. Every Devotee of the Beast will lay down their lives before the ulvari get them in their clutches. I know Iona has met with the ulvari alread, and made promises, but those promises will be broken."
- "You have my word on that," he says. "And you can tell that to Iona Riverborn. I will not take part in her plot."
Zephiria Wolveskin
- Zephiria looks longingly out the window. "I almost regret becoming a Warden. I spend more of my time in here debating points until they're dust, rather than riding the wind."
- You say, "Zephiria Wolveskin, are you aware that there is a plot to betray the raki to the ulvari?"
- She gazes at you, and you feel as though the very winds quiet around you. Finally, she says, "What do you mean?"
- "There is a plot brewing in this very council room to betray the raki to the ulvari," you say. "Lead by Iona Riverborn."
- "And how do you know this?" she asks.
- "Warden Boarmaul has confirmed it," you say. "There was a request made that the Devotees of the Beast ignore their oath to protect the raki."
- "While he had agreed, he has since realized the ignobility of it," you continue.
- "And how was all of this uncovered in the first place?" she asks.
- Being deliberately vague, you respond, "Raki overheard conversations between aids," you say. "And Warden Boarmail confirmed that she has met with the ulvari, personally."
- "She has had dealings with the ulvari?" ask Zephiria. Her relatively calm expression shifts to one of rage.
- "I could believe that Iona would toy with such an idea," she continues. "But to go through with it? To make deals with evil spirits that threaten to consume Jin? That is too much."
- "So you will call her out to the council?" you ask.
- "If Boarmaul will support me," she says. "Yes."
- "Boarmaul has already expressed his displeasure," you say. "He will support you, no doubt."
- "Then let us take the Sun from the sky," she says. "Not only will I confront her, but I mean to ask the council to consider her resignation."
- "Just make certain that Boarmaul is behind me," she says.
Gildhur Boarmaul
- Gildur grumbles deeply, "There's too much talking and not enough doing around here…"
- "Warden Boarmaul," you say, "I need one last assurance from you."
- "What is that?" he asks, narrowing his eyes.
- "Warden Sako-On is going to bring to light this plot," you say. "But you must give your confession to the council."
- "To the council?" he asks, visibly paling.
- "Yes," you insist. "To the council."
- "But you must know that I am loyal to Warden Riverborn," he says. "She was wrong in this, but I will not betray her."
- You shake your head and say, "Even though she asked you to break an oath made before Jin? Even though she suggested handing over the raki to the monsters?"
- His face betrays an inward struggle. "I…" he says. "She only had in mind what was best for Ca'ial Brael."
- "But was it?" you ask.
- "No," he says, hanging his head. "No, it was not."
- "Then do not be afraid to tell the council that," you say.
- He breathes in deeply and says, "Fie. I will tell the council what transpired."
- "I will not support her resignation however," he says. "I will move to give her a second chance, knowing she had only the best for Ca'ial Brael in mind."
- "Very well," you say. "Let the other Wardens make up their own mind about it."
Quest Completion
- Zephiria says, "Boarmaul is a coward, but at least he is an honest coward."
- [Continue]
- Zephiria shakes her head and says, "Rampant cronyism will be the downfall of this council - people making decisions based on petty alliances, and not what they truly believe. But no matter, there may be reasoning with this lot yet."
- She takes a deep breath and shouts, "I will use my emergency measure for this season to bring to light the betrayal of the raki people, and of Ca'ial Brael, by Warden Iona Riverborn. She has plotted with the ulvari, planning to hand over our small companions."
