You must go talk to Safashan Dalsary (-51277, -44263, 1512) in Khal, Sallan Lerris (-77457, 6591, -9922) in Hathor Zhi, and Tacoi Obee (-52510, 28147, 2570) in Mekalia.
Then you must craft 3 Knife Blade.

Note: Tacoi Obee has been moved outside Mekalia while the developers have taken over the city.
