"There's got to be more to the story. Obviously, the Port Authority is corrupt, so we cannot go to them for answers. It seems the Ksaravi are our best source of the truth."

"Return to Ksaravi Gulch, and seek out more documentation. It will likely be kept in a plotting room of some sort. Kill the Ksaravi guarding it. We need to find our way to the bottom of this barrel."

The Ksaravi Plotting Room is located at 17117, 63686, 7050 in Ksaravi Gulch. The Ksaravi around it are three-dot.

Kill plotters, revisers and redactors for quest credit.

Return to Darya when you are finished.

Darya says, "This is astounding. I had no idea."

Darya says, "It says, 'All Ksaravi shall be granted passage to Thestra at the time of their choosing. This passage shall only be granted once, and shall extend to all Ksaravi who choose to abandon Qalia.'"

"'This passage shall be granted in exchange for the Ksaravi preventing as much land-based trade as possible, thus permitting the Port Authority to tax a maximum of goods ported by boat.'"
