Summary:

"In order for the Riftseekers to have gotten this far, they must have acquired a large, cheap source of temporene."

"Temporene is a very rare substance which, when refined, allows portal-based travel both through time and space. It manifests as a metallic crystal, and imports of temporene ore are heavily taxed. Owning refined temporene is illegal."

"Search the Riftseeker's Torrent cave for the Riftseekers' source of temporene, and use this blue communication candle to report back to me.

Temporene source is located in Qur'Xa, which is indicated on the map for Riftseeker's Torrent. Once you port in, drop down from the platform and run approximately northeast. You get the quest update near the Imp Taskmaster. Be sure to right-click the Blue Communication Candle in your pack to get the next quest.
