Summary:

Talk to Darya Hisami, who is Lieutenant Shayhar's lead investigator. Darya can be found in a rectangular striped tent near the cliff wall to the south of Lieutenant Shayhar.

Lieutenant Shayhar explains, "All right, here's what you need to do."

"Hm."

"Actually, on second thought, I don't have time to coordinate a rescue mission right now. You'll need to go talk to Darya Hisami. She's my lead investigator."

"You'll find her in one of the striped tents close to the cliffs. She'll tell you what you need to know to find those lost men."

Head over to Darya Hisami in Zarabadi Landing. Talk to her to complete the quest.

Darya says, "Yes, Lieutenant Shayhar has a lot on her mind. It's not just the Ksaravi we must deal with at this outpost, but also pirates, smugglers, and murderous tuatiren. Those are the lizard people that live to the east…"

"However, I am getting ahead of myself. First, the hostages."

"Lieutenant Shayhar sent some of her Ahgram soldiers to scout how far the Ksaravi have advanced on the north side of the plateau. Unfortunately, they were attacked and kidnapped almost as soon as they reached the top."

Note that this quest leads you to Soldier Rescue but it does not have to be completed in order for Darya to give you her quests.
