You must be wearing the Lucent Badge in order to obtain this quest, and its sub-quests. You do not need to right-click on your Lucent Badge to incorporate the two flakes received from the sub-quests in order to complete the quest. However, you should do so. Right-clicking on the Lucent Badge will incorporate the two flakes and turn your bagde into a Lucent Trinket which opens up additional quests from Kembe Lan.
