The Suspicious Scroll drops off of two-dot Ksaravi in the Ksaravi Gulch.

The Ksaravi elders and the Khal Port Authority have both signed this agreement.

It serves as definitive proof that the Port Authority has promised to protect the Ksaravi, though it does not say why.

Darya Hisami would be very interested in seeing this scroll. She can be found at Zarabadi Landing, to the north of Ksaravi Gulch.

The hard part of this quest is getting the scroll. It's not terribly common, but it isn't extremely rare either. You should get it naturally as you complete other quests within the Gulch. If you out-level the two-dots, don't worry. It can drop off a gray con.

Bring the scroll to Darya Hisami in Zarabadi Landing. This quest is related to the other quests Darya offers.
